Effective July 27, 2026, individuals experiencing a crisis can be asked to prove they have maintained a continuous residence within the state for 90 days before being granted emergency town- or city-provided aid like shelter, food, or utility assistance. There are exceptions for some special cases and for short periods of temporary emergency aid.
