HB-348 New Hampshire House

Adds a 90 day residence requirement to get local assistance in NH. Applies to town provided general assistance. It is widely believed that this legislation will make it more difficult for vulnerable people to access safety net services.

The bill was signed into law by the governor on May 28, 2026


Effective July 27, 2026, individuals experiencing a crisis can be asked to prove they have maintained a continuous residence within the state for 90 days before being granted emergency town- or city-provided aid like shelter, food, or utility assistance. There are exceptions for some special cases and for short periods of temporary emergency aid.
